AIS/MAA Refresher Training Courses

Registration Forms: Mine Safety Refresher, First Aid Training

The Michigan Aggregates Association, together with AIS Construction Equipment, will be hosting several 8-hr Annual Refresher training courses at five AIS locations throughout Michigan from January to February, 2008.

AIS will be providing the training facilities and meals for these annual refresher training courses. The Michigan Aggregates Association will be providing Annual Refresher Training Courses for attendees. AIS Construction Equipment and Michigan Aggregates Association are dedicated to safely advancing and promoting the industry.

MAA Training topics to be covered on training days falling on Monday through Thursday include: mobile equipment, accident prevention, Part 62 Noise, HazCom, a first aid review, electrical safety, hazard awareness, and ground control. Each mine must also address any changes at the mine which affect the safety and health of the workers in order to comply with MSHA regulations.

First Aid Training that meets and exceeds the MSHA requirements will also be provided on Fridays, and will cover approximately eight hours (Four hours of First Aid and Four hours of CPR). There will be a separate charge of $65.00 per person for this class. The MSHA first aid standard is listed below:

An individual capable of providing first aid shall be available on all shifts. The individual shall be currently trained and have the skills to perform patient assessment and artificial respiration; control bleeding; and treat shock, wounds, burns, and musculoskeletal injuries. First aid training shall be made available to all interested miners.

The First Aid card is good for 3 years and the CPR card is good for 1 year. A less expensive CPR refresher course will be offered next year.

Each company must update their training plans to reflect Michigan Aggregates Association as the competent training organization, and this updated plan must be posted for the employees to view at least two weeks before the training. If you need assistance updating your plan, please contact the MAA office.

Training certificates will be completed in the classroom at the end of each day, but companies must be aware that, to be valid, the certificate must be signed by the person who is responsible for the company’s safety and health. AIS/MAA will not be responsible for lost cards.

The AIS/MAA partnership is designed to keep training costs affordable for producing companies who wish to attend. The room and meals will be provided by AIS at no charge to the companies attending. MAA will invoice $25.00 per person to cover the costs of the MSHA annual refresher training and, we will be scheduling on a first come-first serve basis, so please fax list of attendees to Steve Higgins at (517) 321-4191 for all locations except Traverse City. MAA training workshops will take place at the following AIS locations, Class times will begin at 8:00 AM until 5:00 PM:

• January 22nd –25th, AIS Richmond
• January 28th—February 1st, AIS Lansing
• February 4th—February 7th, AIS Grand Rapids
• February 11th—February 13th, AIS Saginaw
• February 18th—February 22nd, AIS Traverse City,

Part 46 Training

The Michigan Aggregates Association and Michigan Department of Labor and Economic Growth have put together a MSHA Part 46 training plan for our members. Included are methods to present the information, methods to evaluate your training, and record forms you may use to document your training.

The contents of this manual are recommendations only. You may modify this plan to suit your individual needs. Your training plan need not be costly or require complicated methods to meet MSHA standards.

Provided are general guidelines for the lesson plans, and the recommended material may be obtained through the MAA office.

Part 47 –HazCom Training

The passing of the MSHA regulation Part 47, or HazCom, as it is commonly known, presents another paperwork burden for aggregate producers.  This rule requires mine operators to develop and implement a detailed written program, as well as provide training for mine employees on the hazards of the chemicals they work with.

To ease this burden, the Michigan Aggregates Association and the Michigan Department of Labor and Economic Growth through a grant from the Michigan Department of Labor and Economic Growth have developed a model Hazardous Communication Program exclusively for aggregate producers.  This guide includes an overview of the HazCom rule, a model written HazCom plan, a sample chemical inventory list, and sample Material Safety Data Sheets.

The HazCom overview provides a step-by-step guide to HazCom compliance.  This is designed for operators to develop a general understanding of the Part 47 rule, and MSHA requirements that must be met in order to be in compliance.

The MAA Safety Committee has developed a written program, designed for the ease of use by our members.  This written program was designed to be generic in nature, allowing members to fill in their own company information.  Also included is a chemical inventory form.  This form may be used to list all the hazardous chemicals in use at your mine site.

The Material Safety Data Sheet, or MSDS, is possibly one of the greatest causes for concern among producers.  Chemical MSDS sheets may be obtained from the manufacturer or supplier, however MSHA requires operators to have a MSDS for their product:  crushed stone, sand, gravel, and limestone.  The LaFarge Corporation has granted written permission to use their product Material Safety Data Sheets as an example.
